Law Library of Congress Reports Collection Surpasses 4000 Documents

For a long time, the Law Library of Congress in Washington, D.C. has been producing reports on a huge range of foreign, comparative, and international law topics.

A post today on its blog In Custodia Legis describes its efforts to make available its collection of legacy and contemporary reports:

"Since we last celebrated our milestone of over 3,000 online reports just last summer, the Law Library has continued to publish additional legacy born-digital and digitized reports on a near-weekly basis. Now, as of last month, we are happy to announce that our collection of legacy and contemporary reports has grown to over 4,000. This collection includes a mixture of both legacy and contemporary reports on foreign, comparative, and international law topics. For decades, the Law Library of Congress has prepared these legal reports in response to requests from Congress, the executive and judicial branches of the federal government, and others. In 2020, we announced a multi-year effort to digitize and publish many of our previously unreleased historical reports to make them fully accessible to researchers and other members of the public. Last month, we announced that our reports are now also available in a curated collection on HeinOnline in addition to being freely available on law.gov (...)"
"While the bulk of the published legacy reports address issues that are still of interest to policymakers today – topics such as immigration, gun control, and the regulation of emerging technologies appear frequently – there are several documents that are specific in scope and whose topics are surprisingly unique."

The blog post features 3 of those "unique" reports whose content is testimony to the breadth of topics that law librarians can be asked to research:

  • a report from the 1970s on hitchhiking laws in Poland
  • a report from the same decade on laws to protect the languages of France, Germany, Norway, and Switzerland from "foreign influences"
  • a report from 2005 that discussed the rationing of curtains in Germany during World War I

Project to Watch: Total Digital Access to the League of Nations Archives

The United Nations Archive in Geneva has been working on a project to digitize the entirety of the archives of the League of Nations, the predecessor of the United Nations.

When made fully accessible to the public very soon, the project will include some 14.2 million pages covering all the activities of the League between 1920 and 1946, and some 27,000 maps and 9,000 photographs.

New Project to Digitize US Government Microfiche

The Internet Archive, along with library partners, will be digitizing millions of pages of US government documents on microfiche and making them available for free:

"Microfiche cards, which contain miniaturized thumbnails of the publication’s pages, are starting to be digitized and matched to catalog records by the Internet Archive. Once in a digital format and preserved on archive.org, these documents will be searchable and downloadable by anyone with an Internet connection, since U.S. government publications are in the public domain."

"Seventy million pages on over one million microfiche cards have been contributed for scanning from Claremont Colleges, Evergreen State College, Stanford University, University of Alberta, University of California San Francisco, and the University of South Carolina (...)"

"Microfiche is not a format that can be easily read without using a machine in a library building. Many members of the public are not aware of the material available on microfiche so the potential for finding and using them is heightened once these documents are digitized. And as the information is shared with other federal depository libraries, there will be a ripple effect for researchers, academics, students, and the general public in gaining access."

The Internet Archive, based in San Francisco,  provides free public access to collections of digitized materials, including websites, software applications/games, music, movies/videos, moving images, and millions of books. It has also saved historical versions of hundreds of billions of web pages in the Wayback Machine.

New Report on The Government Information Landscape and Libraries

 IFLA, the International Federation Of Library Associations, recently published a report on The Government Information Landscape and Libraries that offers a number case studies on the challenges faced by government information specialists:

"This report provides a summary of the government information landscape for selected countries and regions worldwide—the United Kingdom, Canada, Greece, the Russian Federation, Korea, the United States, Sub-Saharan Africa, and the Middle East and North Africa. It also includes an overview of information from International Governmental Organizations and a special postscript on cybersecurity. For each country or region, information is provided about government publishing practices, depositories, the legislature, access to information, government libraries, preservation practices, and digitization. Many think that it is easy to find government information. This publication makes the point that it is not easy to do so, and many complexities and challenges exist for users worldwide. Government information professionals are needed to assist users in finding the information they need and to advocate for more access for all."

There is a chapter on The Government Information Landscape in Canada by Susan Paterson, University of British Columbia Library.

CanLII Will Co-Host 2020 Law Via the Internet Conference

CanLII, the Canadian Legal Information Institute, will be co-hosting the 2020 Law Via the Internet Conference. The other co-host is the African Legal Information Institute. 

The conference brings together people from the Legal Information Institutes (LIIs) from different countries and continents that together form the Free Access to Law Movement.

It will take place virtually on September 22 and 23, 2020.

The goal of the LIIs is to maximize free access to public legal information such as legislation and case law from as many countries and international institutions as possible. 

CanLII and Lexum, which publishes the decisions of the Supreme Court of Canada online, are prominent members of the movement.

2020 Law via the Internet Conference Call for Papers

The organizers of the 2020 Law via the Internet conference have posted a call for submissions.

The event takes place in London, UK, September 15-16, 2020.

The conference brings together people from the Legal Information Institutes (LIIs) from different countries and continents that together form the Free Access to Law Movement.

The submission deadline for abstracts is 24 April 2020. Organizers are looking for papers on the following topics:

  • Enhancing Public Access to Legal Information
  • Digital Reform of Courts
  • AI and Legal Information
  • Ethics and Legal Information
  • Data Protection
  • Enriching Data
  • Visual Law
  • Data Standards
  • Management of Services for free access to law

The goal of the LIIs is to maximize free access to public legal information such as legislation and case law from as many countries and international institutions as possible.
